Using words spoken by Beardsley Ruml, chairman of the New York Federal Reserve from 1941 to 1946, we can dispel the widely believed myth that income taxes are needed for government income. Income taxes have nothing to do with providing income to the government.

In a famous speech he read before the American Bar Association during the last year of World War II, titled “Taxes for Revenue Are Obsolete,” Ruml said, “The necessity for a government to tax in order to maintain both its independence and its solvency is true for state and local governments, but it is not true for a national government.”

The speech was originally printed in American Affairs in the January, 1946 issue. The editor of American Affairs wrote: “His [Ruml’s] thesis is that given (1) control of a central banking system and (2) an inconvertible currency, a sovereign national government is finally free of money worries and need no longer levy taxes for the purpose of providing itself with revenue. All taxation, therefore, should be regarded from the point of view of social and economic consequences.”

The U.S. government is a criminal enterprise and is out of control. The U.S. Constitution was drafted to limit government and affirm the natural rights held by the people, but it is serially ignored and violated by the President, the Congress, the Supreme Court and law enforcers both Federal and local.

The result is growing tyranny and a police state and a Nation that is becoming a simmering cauldron of unrest — sparked by the passage of unConstitutional laws by a Congress controlled by moneyed interests; the affirming of those laws by the Supreme Court; long-term high rates of unemployment; a declining standard of living; increased regulation by unaccountable, bought-and-paid-for psychotic government functionaries; money printing; a presstitute mass media; [Editor's Note: love that word!] increasingly militarized and militant local law enforcement officers; and a declining morality encouraged by both the political and celebrity classes — that is poised to explode.

The elected class and their handlers have been at war with the American people, the Constitution and the American way of life for many years. In the beginning, they used gradualism to sneak small abuses by an unobservant public. But as the unConstitutional encroachments gained ground, they accelerated. We are now rapidly heading toward a calamitous event that will rock the system to its core and, hopefully, restore us to Constitutional governance.

The Internal Revenue Service was formed in 1913 following the adoption (it was never properly ratified) of the 16th Amendment to fund the Federal Reserve and enrich the bankster elites by stealing and redistributing the wealth of American citizens.

The income tax is one of the greatest frauds ever perpetrated upon the American people. It was enacted even though the U.S. Supreme Court had only recently ruled in Pollock v. Farmers’ Loan & Trust Co. that certain taxes on direct income were unConstitutionally unapportioned direct taxes and violated Article I, Section 9 of the U.S. Constitution. Not covered in Pollock is the fact that the income tax also violates the 5th Amendment: No person shall… be deprived of life, liberty or property… nor shall private property be taken for public use without just compensation.

A heavy progressive or graduated income tax is the second plank of the Communist Manifesto. The central bank (aka the Federal Reserve) is the fifth plank. The United States has essentially adopted all 10 planks of Marxism. For its part, the Federal Reserve was formed during a wave of bipartisan progressive legislation passed during the early 1900s that transformed the American economy and society from one of roughly laissez-faire to one of centralized statism, as Murray Rothbard writes in A History of Money and Banking in the United States. The Fed was also fraudulently promoted, as those who were working behind the scenes to pass the legislation were acting in public as if they opposed it.

The income tax is not used to fund Federal government. I am not the first or only one to ever say this, but few understand it. As far as I can tell, it was first uttered publicly by a government functionary during the last year of World War II. Under the breaking IRS scandal, we learn that the illegal usurper currently occupying the White House, Obama the Obtuse, the undocumented worker, has likely instructed or had his minions instruct IRS offices to audit Obtuse Obama’s political opponents and harass Tea Party, gun rights, anti-abortion and other conservative organizations seeking tax exempt status — at least 500 such organizations at last count. There’s also mounting evidence that the IRS leaked the dossiers of Mitt Romney and his top supporters to the media and to Senator Harry Reid (and possibly others), who during the last Presidential campaign claimed to have damning evidence on Romney’s finances.
